Check the ground wire that goes from the tank to the chasis.

Yep I've got cut wires in the rear of the blazer running everywhere.
I bet that would do it.

GM senders read 90 ohms when the tank's full, and apx. 10 ohms when the tank's empty. If your gauge is reading below empty all of the time, your sender wire is shorted to ground or your sender or gauge is shorted to ground...
