What is the best way to claen up my axel's. I thought a wire wheel grinder. then what kind of paint or primer do I use? I dont want to spend a lot for I will be out scrathing it.

Pressure wash all the residue off and then sandblast it. Paint it Rustoleum black or Dupont epoxy black.
