Saw one at radio shack, the guy said it was illegal to talk on them. What the heck? Whats the range? I have heard very little information on this kind of radio. Have to have a license?

that is a HAM band (2 meter) and you need to pass a test to become licensed. FCC regulated. there are (six?) levels to HAM radio, all with more difficult tests as you progress and alowing you more band/range abilities. to become licensed for 2-meter use the test isn't too bad, and there's no morse code test like on the other levels.
i've got all kinds of HAM equipment waiting for me to take the tests and get my license, that means MORE studying than i am already doing right now so it keeps getting put off...

i think (may be wrong) that the freq. range for the Citizens Band (CB) is in the 11 meter range.

CB does use part of the 11 metere band You can buy a radio that has the CB chanels (there set) and 2,10 and 11 meter on it.

I understand the jeep thing I drive a BLAZER!!
